Scripts updated: Locale mod and German language

All the scripts except the Search script have been updated with new time formatting which will display dates according to the language of the lang.php file included. Note that this changes the dateFormat variable in most cases, which you can find the syntax for at PHP.net.

Also added have been three new German language files done by a huge fan over at orca-script.de who registered the domain to provide german language support for these scripts :) Very much appriciated! The three files have been added to the Forum, Blog and Ringmaker zip files.

And, if any of you are watching the NHL playoffs... WOO CALGARY! ;)
